The No Child Left Behind Act (2001) and the Individuals with Disabilities Education Improvement Act (IDEA 2004) support the involvement of all students in the general education curriculum and the use of research-based interventions to improve student achievement. Additionally, IDEA 2004 permits school districts to use a process to intervene early with struggling students and to determine if a child responds to scientific, research-based intervention as a part of the evaluation procedures for students with learning disabilities. In Pennsylvania, this assessment and instructional framework has evolved from Response to Instruction and Intervention (RtII) to the current Multi-Tiered Systems of Support (MTSS). Districts use the MTSS model in developing strong general education practices and for preventative measures that are matched to the individual instructional and behavioral needs of students. 
 
The MTSS model is comprised of a three-tier framework. Tier I is designed to provide school-wide interventions and universal screening measures to all students to ensure delivery of high quality and standards-aligned instruction. Approximately 80% of students will achieve behavioral and academic expectations at Tier I. Tier II is designed to provide more intense support for those students at-risk for academic and behavioral failure. Approximately 15% of these students identified at Tier I are expected to achieve at grade level with short-term individualized interventions. Tier III  is designed to provide even more intensive supports to approximately 5% of students who do not respond to supports provided at Tier I and Tier II. These students generally required long-term interventions that help them to move back into the Tier I and II levels or provide data to support a referral for special education services.
 
At Cambria Heights, we support the MTSS model at all school levels. At the elementary level, an Early Intervening Team has been established while at the secondary level, Educational Support Teams have been established.
